Dear Friends,

We have been vigiling monthly at the gates of Volk Field for more than 2 ½ years now.  The military recently completed a state-of-the-art training facility for drone pilots at Volk Field, and we must remain continue to be there.    

Brian Terrell has been active in working to stop drones for many years.  Last year he was in prison for six months after protesting against drones at Whiteman AFB in Missouri.  In the newsletter The Sower, which he publishes with his wife Betsy, he writes about drones:

Over the years since April 2009, the promises of a new era of better war through drone technology have been steadily unraveling, each of them proving false.  It is increasingly clear that rather than limiting the scope of war, drones are expanding and proliferating it, killing more civilians both on battlefields and far from them, endangering our soldiers and the safety of our communities.  Instead of keeping the horrors of war at a safe distance, drones bring the war home in unprecedented ways.

We have the opportunity to stand up against killer drones every month in Wisconsin.  The vigil at Volk Field is a legal vigil where we will be on public property.  As always, it will be a solemn vigil, remembering the victims of US government drone attacks

WORD ABOUT THE WEATHER – We have had some pretty bad storms this summer and so if there is a question about whether we will hold the vigil, please check with Joy (608 239-4327) or Bonnie (608 256-5088) to see if the vigil will be canceled because of weather.

DIRECTIONS - To get to the vigil, take the Camp Douglas exit off Interstate 90/94 between Mauston and Tomah.  When you exit take County Rd. C to the northeast.  You will see the base straight ahead, but follow County Rd. C to the right and within a few blocks is a picnic wayside where you can park.  

THE VIGIL - We will gather at the wayside between 3:00-3:15 for introductions and to review the plan for the vigil, and then process together to the gates of the base where we will hold a solemn vigil for one hour to remember those killed by drones.  Participants can stand in silence or read poems and stories about the effects of drone warfare.  It is important that the voices of the victims be brought to the gates of Volk Field.

If passed, the bill will require the Obama administration to come clean about the killings it has carried out using drones -- killings that, up until now, the administration has been able to pretend don't exist.

So now's the time: write or call your member of Congress today.

"Let us not become the evil that we deplore" ; Two Arrested at Volk Field Protesting Drone Terrorism

Last weekend, May 17th, protestors infiltrated Volk Field in Highland, WI. Volk Field is well known as a training site for drone pilots, working to instill them with skills likely to later be applied to the infliction of death and terror on innocent people in Pakistan, Yemen, and elsewhere in the world. The demonstrators managed to gain entry to the base during an open house and were arrested for seeking to spread awareness of the consequences of drone warfare to other visitors.

 From Bonnie Block of Madison, who along with Father Jim Murphy was one of those arrested:

"We boarded the bus for Volk Field. (no ID checks there or at the gate house). National Guardsmen drove the bus and narrated the tour all over the base...We drove by the TUAS facility where the drones are apparently housed but there was no word about what they did there other than "they can use remotely controlled cameras to triangulate where ordnance has landed" or words to that effect.  Not a word about their being used in drone warfare."

"The final stop was at the National Guard Museum where we could get off the bus.  Jim and I were in the front seat so we got off first and I opened my jacket so the t-shirt was visible and we offered our handout to people getting off the bus...One of the Guardsmen quickly said we couldn't do that on the base and that we had to stop handing out "propaganda."  They hadn't read the handout so I gave two of them to one of the men and said it was just a series of questions they should read."

"One of them then called base security--five arrived within minutes (the guys in the dark blue uniforms) so we had nine people in uniforms surrounding us.  They said we couldn't leaflet and had to leave.  Jim said we wanted to see the museum and would continue to leaflet so they called the Sheriff.  Two squad cars arrived within minutes and we were handcuffed and taken to Mauston in separate vehicles..."

"We were processed fairly promptly at the Jail and released on a signature bond.  The charges are criminal misdeamenors-- trespassing and disorderly conduct again and we have the initial hearing on June 18 at 9 am. "

"Special thanks to Mary Beth, Kathy, and Cassandra for support and for picking us up from the Jail and getting Jim's car from Volk Field to Mauston.  We then went to the park along the river behind the Mauston library and had lunch and some of Kathy's delicious birthday cake."

There is a long, proud history of Wisconsinites standing up to the criminal activities at Volk. Many came out last April, and many, including Bonnie Block, have engaged in civil disobedience there before, as reported by the Wisconsin Network for Peace and Justice.

Spring Days of Drone Action Continue throughout Wisconsin

In the wake of a powerful demonstration at Volk Field, Wisconsinites are not resting on their laurels, but instead have planned several more events in conjunction with anti-drone actions happening nationwide in the next few weeks.

A united front against drone terror.

May 8 at 7 pm in Madison.  There will be a showing of Robert Greenwald's film  "Unmanned:  America's Drone Wars" at The Fountain, 122 State Street, just off the  Capitol Square.  It is also available to stream for free at Warcosts.com. 

May 17 all day -- We will maintain a presence at the Volk Field Open House.  [Note: this will replace our normal 4th Tuesday vigil at the gates of Volk Field]

Schedule of Events:

6:30-10:00 am 5K on the Runway/1 Mile Walk

6:30 am Gate opens for 5K Registration

7:30 am 5K Start

8:00-10:00 am Pancake Breakfast  for 5K Participants

10:00 am to 2:30 pm Bus Tours (Pick-up/Drop-off in Nelson Park in the town of Camp Douglas with a stop at Volk Field Museum)

12:00-1:00 pm Camp Douglas Armed  Forces Day Parade

May 23, Noon to 1 pm at Hatch Public Library located at 111 State Street in Mauston.  Join us after the last trial and hear Five Grandmothers Speak Out Against Drone Warfare.  We will gather and read the names of children  killed by US drone warfare as we place a stone of remembrance in a small  "coffin." At the end of this ceremoney we'll talk about why we're taking action to "ground the donres" and discuss ways to make the future more safe for all the world's children and  grandchildren.  Refreshments will be served.

VIGILING AGAINST DRONES AT VOLK FIELD

Wisconsin citizens, organizing under the Wisconsin Coalition to Ground the Drones and End the Wars, are joining other activists nationwide in Spring Days of Drone Action.  Actions, vigils, protests, lobbying, and educational efforts are taking place across the country to call attention to the illegal and immoral killer drone assassination program in which our government is engaged.

 

Wisconsinites have braved all sorts of weather to
 stand up against the injustice happening at Volk Field.

On Tuesday April 22, 2014 twelve Wisconsin residents converged at Volk Field, an Air National Guard base near Camp Douglas, WI where we have been vigiling monthly since December 2011. 

Volk Field plays an important role in the killer drone program by training pilots to fly the Shadow Drone used for surveillance and target acquisition.  The illegal drone program in Pakistan, Afghanistan, Iraq, Yemen, Somalia, and other places around the world continues to terrorize and kill thousands of innocent people.

As we stood at the gate to the base, we read a criminal complaint against President Obama, Volk Field Commander Colonel Dave Romuald, and others at the base who are involved in the training of drone pilots.  Everyone present then signed the complaint.  We will be gathering more signatures on the complaint and then it will be brought to the U.S. Attorney’s office in Madison, WI and we will call for an investigation into war crimes taking place on the base.

·         May 17 – Protesting at Volk Field Open House.

·         April 28, May 5, May 9, May 19, and May 23 – Trials for five grandmothers who were arrested for peacefully attempting to deliver a letter to the commander of Volk Field in April 2013.  Trials will take place at Juneau County Courthouse in Mauston, WI.

·         Date to be determined – Delivery of criminal complaint against Obama and personnel at Volk Field who are engaged in drone program to US Attorney’s office in Madison.

People across the country are coming together and speaking out against the killer drones in April and May as part of the SPRING DAYS OF ACTION AGAINST DRONES.

 

Recent vigil against drone terror at Volk Field

We have been vigiling monthly at Volk Field for more than two years.  As reported by Medea Benjamin of Code Pink, the work that we, and other activists around the country are doing, is having an impact. 

• A number of organizations, from the World Council of Churches to the European Union, have come out against killing by drones. 
• The National Organization for Drone Victims has been organized by friends and families of drone strike victims in Yemen. 
• The UN Human Rights Council passed a resolution calling for transparency in drone strikes and organizing a panel of experts to address the legal issues, despite the US boycotting the talks.
• Ben Emmerson, UN Special Rapporteur on Terrorism released a report concluding that nations using drones must provide a “public explanation of the circumstances and a justification for the use of deadly force.”
• Actions are going on in many parts of the country from California to New England.

Without our continued dedication, these developments would not have taken place. 

WE NEED YOU NOW TO JOIN IN THE CONTINUING STRUGGLE, putting pressure on the Obama Administration to end this targeted assassination program.

If you can’t make the vigil at Camp Williams/Volk Field every month, please try to make the April 22 vigil and so we can show the country that Wisconsin says NO to drone warfare.

WHY WE MUST CONTINUE TO VIGIL 

Recent reports show how our government's policy of  "remote control killing" continues and what the results are.  On March 10, the United Nations expert overseeing the use of armed drones  demanded greater accountability and transparency by those states using them – including public investigations into allegations of civilian casualties.

A March 6 article reports that as the  United States steps up covert drone strikes on Yemen, with three suspected U.S. drone attacks killing at least four people in Yemen early this week, campaigners on the ground say the accumulated years spent living under constant threat of death from above are sowing tragedy, "psychological torture," and resistance across the country.  

To get to the vigil, take the Camp Douglas exit off Interstate 90/94 between Mauston and Tomah.  When you exit turn right on County Rd. C to the northeast.  You will see the base straight ahead, but follow County Rd. C to the right and within a few blocks is a picnic wayside.  Since the wayside is closed for the winter, we will park on the side of the road.

Wisconsin has been a leader in the growing national resistance to drone warfare. Please be a part of this growing movement and join us for our monthly vigil against killer drones at Volk Field. They are training pilots to fly the Shadow drones at Volk Field. These smaller drones are used for surveillance to target people for the killer drones that follow.

This is a legal vigil where we will be standing on public property. As always, it will be solemn, remembering the victims of US government drone attacks. As we stand outside the gates of the base about 100 cars drive by, exiting the base, and see us standing there with our signs.

To get to the vigil, take the Camp Douglas exit off Interstate 90/94 between Mauston and Tomah. When you exit take County Rd. C to the northeast. You will see the base straight ahead, but follow County Rd. C to the right and within a few blocks is a picnic wayside. We are again planning our monthly vigil against killer drones at Volk Field for May 28. This will be a nonviolent solemn vigil, remembering the innocent lives that have been lost as a result of drone warfare.

This month some of us will be attempting to deliver an indictment for war crimes to Base Commander Colonel Dave Romuald. It is so important that we continue to act in resistance to the crimes of our government, and we hope you can join us on May 28.

Each one of you, when you became a public servant, serving in a government position or when you joined the United States Armed Forces, you publicly promised to uphold the United States Constitution. We take this opportunity to call your attention to Article VI of the US Constitution, which states:

“This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding.”

This clause is known as the Supremacy Clause because it provides that the Constitution and laws of the U.S., including treaties made under authority of the U.S. shall be supreme law of the land.

The Supremacy Clause provides part of the Supreme Law of the Land.

One Treaty duly ratified by the U.S. is the United Nations Charter. It was ratified by a vote of 89 to 2 in the U.S. Senate, and signed by the President in 1945. It remains in effect today. As such, it is part of the supreme law of the land.

The Preamble of the U.N. Charter states that its purpose is to “save future generation from the scourge of war” and it further states, “all nations shall refrain from the use of force against another nation.”

This Treaty applies both collectively and individually to all three branches of government, on all levels, U.S. federal, state and local governments, starting with the executive branch: the U.S. President and the executive staff; the judicial branch: all judges and staff members of the judiciary; the legislative branch: all members of the U.S. Armed Forces and all departments of Law Enforcement and all civilian staff, who have sworn to uphold the Constitution, which includes Article VI.

Under the U.N. Charter and long established international laws, anyone--civilian, military, government officials, or judges- who knowingly participates in or supports illegal use of force against another nation or its people is committing a war crime.

Today you must recognize that when you promised to uphold the Constitution, you promised to obey Treaties and International Law – as part of the Supreme Law of the Land and furthermore, under the Uniform Code of Military Justice of the U.S., you are required to disobey any clearly unlawful order from a superior.

Based on all the above,

WE, THE PEOPLE, CHARGE THE UNITED STATES PRESIDENT, BARACK OBAMA AND THE FULL MILITARY CHAIN OF COMMAND TO COMMANDER COLONEL DAVE ROMUALD, EVERY DRONE CREW, AND SERVICE MEMBERS AT VOLK FIELD, WITH CRIMES AGAINST PEACE & CRIMES AGAINST HUMANITY, EXTRAJUDICIAL KILLINGS, VIOLATION OF DUE PROCESS, WARS OF AGGRESSION, VIOLATIONS OF NATIONAL SOVEREIGNTY, AND KILLING OF INNOCENT CIVILIANS.

We charge that the Wisconsin Air National Guard of the United States of America, at Volk Field under the command of Commander Colonel Dave Romuald trains soldiers in the operation and maintenance of the Shadow UAV.

The Shadow drones are being used for reconnaissance, surveillance, target acquisition, and battle damage assessment. Though, at the present time, these drones do not carry missiles, they are part of the program of using drones not only in combat situations for the purpose of assassinations but also for killings far removed from combat zones without military defense, to assassinate individuals and groups far removed from military action. There is concern that one day soon the RQ-7 Shadow drones will carry missiles.

Extra judicial killings, such as those the U.S. carries out by drones are intentional, premeditated, and deliberate use of lethal force to commit murder in violation of U.S. and International Law.

It is a matter of public record that the US has used drones in Afghanistan, Iraq, Pakistan, and several other countries in Africa for targeted killings of specific individuals which has nearly always resulted in the deaths of many other people as well.

There is no legal basis for defining the scope of areas where drones can or cannot be used, no legal criteria for deciding which people can be targeted for killing, no procedural safeguards to ensure the legality of the decision to kill and the accuracy of the assassinations.

We believe we have a responsibility to file this criminal complaint. We cite Misprision of a Felony, 18 USC § 4 - Misprision of felony, http://www.law.cornell.edu/uscode/text/18/4

“Whoever, having knowledge of the actual commission of a felony cognizable by a court of the United States, conceals and does not as soon as possible make known the same to some judge or other person in civil or military authority under the United States, shall be fined under this title or imprisoned not more than three years, or both.”

In support of this indictment we cite the United Nations Special Rapporteur on extrajudicial, summary or arbitrary executions, who has said that the use of drones creates “a highly problematic blurring of the law applicable to the use of inter-state force.... The result has been the displacement of clear legal standards with a vaguely defined license to kill, and the creation of a major accountability vacuum.... In terms of the legal framework, many of these practices violate straightforward applicable legal rules.” See United Nations General Assembly Human Rights Council Study on Targeted Killings, 28, May 2010.

To further bolster our case, and to illustrate the seriousness with which others around the world view our actions, we quote from "Pakistan Court Decision Finds US Drone Strikes Are ‘War Crimes,’ Which Are ‘Absolutely Illegal’ ", which just recently reported, “A high court in Pakistan has found that United States drone strikes carried out in Pakistan by the CIA are war crimes, which are ‘absolutely illegal’ and a blatant violation of Pakistan’s state sovereignty.”

The drone training being carried out at Volk Field leads to a deliberate illegal use of force against another nation, and as such is a felonious violation of Article VI of the US Constitution.

By giving material support to the drone program, you as individuals are violating the US Constitution, dishonoring your oath, and committing war crimes.

We demand that you stop participating in any part of the operations and training of these drones immediately, being accountable to the people of United States and Afghanistan.

As citizens of this nation, which maintains over 700 military bases around the globe, and the largest, most deadly military arsenal in the world, we believe these words of Martin Luther King still hold true, ”the greatest purveyor of violence in the world today is my own government”.

There is hope for a better world when WE, THE PEOPLE, hold our government accountable to the laws and treaties that govern the use of lethal force and war. To the extent that we ignore our laws and constitution and allow for the unchecked use of lethal force by our government, allowing the government to kill whoever it wants, where ever it wants, however it wants with no accountability, we make the world less safe for children everywhere.

We appeal to all United States citizens, military and civilian, and to all public officials, to do as required by the Nuremburg Principles I-VII, and by Conscience, to refuse to participate in these crimes, to denounce them, and to resist them nonviolently.

April Days of Action Against Drones at Volk Field

Activists from Veterans for Peace and other local organizations came out to Volk Field on Tuesday to demonstrate the facility's use for training and staging of Shadow drones. Part of the April Days of Action Against Drones, this demonstration was one in a tradition of monthly vigils in front of the air force base.
